When you return to the entrance, go to the upper path and follow it around to the right. Push the second block up, then get behind it and push it down the hole. Just like last time you want to push it all the way to the bottom. When both blocks are down you will be able to surf freely.

Grab the Ice Heal. Instead of going down the ladder in front of you, continue on to the east and go down the steps there. Push the boulder down the hole, then take the ladder next to the hole down to the basement. You will now see the rock you pushed through from above lying on the ground.

Galarian Moltres appears on the Isle of Armor and is Dark and Flying type. It soars over land and sea, making it difficult to catch up to. Biking on the seas around the Isle of Armor is a bit slower than biking on land, so I recommend catching up to Galarian Moltres when it's above land.

Buy as many Ultra Balls as you can afford at a Poké Mart.
The closest one is at Fuchsia City, but you can buy them anywhere. While you could catch Articuno, theoretically, with any ball, the Ultra Ball has the highest chance of success.
